911 Law — Emergency Communications Districts

The Law Offices of Mark D. Ryan, P.C. counsels clients on issues related to the emergency communications statutes. We handle funding of 911 districts through the Public Service Commission's tariffs on citizens' phone bills, and guide districts in emergency operations and regulatory compliance to minimize liability.

A primary focus is negotiating and drafting dispatch agreements with police, fire, and emergency medical services (EMS) entities for emergency and non-emergency dispatching. We can advise on special considerations relating to coordination and cooperation with local, state, and federal agencies for response to hurricanes and other major disasters. For example, we negotiated with the Federal Emergency Management Administration (FEMA) on use of equipment and personnel of the Baldwin 911 district for a base of operations for Alabama hurricane relief.

Public Utilities Law and Litigation

General counsel — We represent North Baldwin Utilities in approval of public works projects and regulatory compliance issues for delivery of water, sewer, and natural gas.

Litigation — We offer particular experience in litigation with the Alabama Department of Environmental Management (ADEM) over effluent discharge, representing permittees in hostile negotiations for approval of water, wastewater, and gas systems.
